Idioms are phrases which cannot be understood simply by looking at the meaning of the individual words in the phrase.


Idiom:
a hard-and-fast rule

Meaning:
a rule that cannot be altered to fit special cases

Example:
There is no hard-and-fast rule that says you cannot use a cell phone on the bus.
